The message aside, this feels like it would be a more interesting concept than the whole Purge thing.
Each person can, at any time, choose to do whatever they want, and they will be completely anonymous, once in their lives. Like, through magic or tech, no one will recognize them, for 15 minutes.

Overwatch has this weird plant healer hero, and he has a move where he snatches a friendly hero back, to pull them to safety.
What he needs also, is a move where he runs up to a snatched friendly, and says "Sorry sorry, I don't understand this hero's kit, I did not mean to pull you."
